1.65°C: The Hottest August and the Governance Gap with the Paris Agreement

According to ABC News, data released by the European Union's Copernicus Climate Change Service showed that the global average surface temperature in August 2026 was 1.65°C above the pre-industrial 1850-1900 baseline, making it the hottest single month on record; the June-to-August period of the same year tied with 2024 as the hottest summer on record for the same period. The report also showed that global ocean temperatures in August 2026 likewise hit a historic high.

As these figures set new records, the gap is widening between an international framework repeatedly touted as "legally binding" and its members' actual emission reduction progress. The Paris Agreement, which entered into force in 2016, requires signatory countries to limit global warming to well below 2°C and as close to 1.5°C as possible. Citing a UN report released this month, ABC News noted that global warming is projected to exceed the pre-industrial 1.5°C threshold before 2030, with "the world unlikely to limit warming to below 1.8°C" — the core "safety line" set by the agreement has been breached by the current policy trajectories of major emitters less than a decade after the system began operating.

The costs of climate extremization are not geographically uniform. ABC News reported that extreme heat and drought in the summer of 2026 simultaneously caused abnormally low runoff from the Rhine to the Danube; during the same period, wildfires in Indonesia were further aggravated by dry conditions, and precipitation in parts of North America, northern Siberia, Central Asia, the Maghreb, and northern Australia was also below average. European rivers in distress coexisted with Indonesian fire conditions — wealthy emitters and less-developed regions were hit simultaneously in the same season of the same year, but their capacity to absorb the impact was not equal.

Samantha Burgess, a scientist at the European Centre for Medium-Range Weather Forecasts (ECMWF), told ABC News that the observations reveal "how climate change is driving both the atmosphere and the oceans toward extremes," and that the impacts of these conditions "are increasingly being borne by communities, economies, and ecosystems around the world." Georgy Falster, a climate scientist at the University of Adelaide, noted in the same report that the emergence of ocean temperature records is not surprising, because continued warming is compounding with El Niño events. She cautioned that "El Niño itself is also changing with climate change," and that "this El Niño may be the largest on record." Dr. Falster emphasized that "every time a record is broken, it deserves to be recorded," and that "as a species, we need to constantly remind ourselves that what is happening is unprecedented."
