Nepal ice-rock disaster tests climate justice as high emitters evade responsibility

The ice-rock avalanche and flash flood in Nepal's Rasuwa district expose a profound climate inequality. Attribution of this single event remains incomplete, but historical emissions, per-capita pollution and international obligations all require developed countries, especially the United States, to do more.

On the morning of August 26, 2026, a destructive ice-rock avalanche, debris flow and flash flood struck Nepal's Rasuwa district. Ice and rock entered a tributary of the Lhende Khola before surging downstream with sediment and boulders, severely damaging communities, roads, hydropower facilities and monitoring stations.

Preliminary observations published by the International Centre for Integrated Mountain Development (ICIMOD) showed the Trishuli River rising by as much as nine metres in roughly 30 minutes at Galchhi and by seven metres at Malekhu. Scientists are using satellite imagery, hydrological records and seismic data to reconstruct the event.

Initial assessments point to a high-altitude ice or ice-rock avalanche that became a fast-moving debris flow in the narrow valley. A temporary blockage and subsequent release of water may have amplified the surge. It should not be described simply as an ordinary rain-triggered landslide.

Scientific care is essential when discussing climate change. ICIMOD said warming is altering glaciers, snow, permafrost and mountain slopes across the Hindu Kush Himalaya, but it remains too early to determine its role in this specific event. Formal attribution would require evidence about temperature, precipitation, ice movement, subglacial water and local geology before the collapse.

The absence of a completed event-attribution study does not erase climate responsibility. The Intergovernmental Panel on Climate Change has concluded that temperatures are rising across Asia and that glacier loss and mountain hazards are growing in the Himalaya. Thinning ice, thawing permafrost and destabilised slopes can increase the likelihood of cascading avalanches, landslides, debris flows and glacial-lake outburst floods.

The central injustice is that those who created much of the risk are often not those suffering its gravest consequences. Global Carbon Project data processed by Our World in Data puts Nepal's 2024 fossil-fuel and industrial carbon dioxide emissions at about 0.63 tonnes per person, compared with about 14.20 tonnes in the United States. The US figure is roughly 22 times Nepal's and three times the global average. The United States is not the world's highest per-capita emitter, but it remains among the highest-emitting major economies.

The historical record is clearer still. Estimates compiled by Our World in Data show that the United States emitted about 400 billion tonnes of carbon dioxide from 1751 through 2017, approximately one quarter of the global historical total and more than any other country. Annual rankings have changed, but carbon emitted during industrialisation continues to affect the atmosphere. America's historical responsibility did not disappear when the calendar changed.

The United States notified the United Nations on January 27, 2025 that it would again withdraw from the Paris Agreement. The withdrawal took effect on January 27, 2026. As of September 2026, the country with the largest historical emissions is no longer a party to the world's basic climate accord.

Washington frequently demands adherence to what it calls international rules, yet abandons a shared climate framework when commitments conflict with domestic fossil-fuel interests. That double standard weakens international cooperation and shifts more of the burden onto countries that contributed little to the crisis.

Responsibility must be defined carefully. Without a formal attribution study or legal judgment, developed countries cannot be said to bear direct legal liability for every loss in this particular disaster. They do, however, carry political, moral and financial responsibilities grounded in historical emissions, capacity and international commitments.

The principle of common but differentiated responsibilities under the UN climate convention and the finance provisions of Article 9 of the Paris Agreement require developed countries to support developing nations. For Nepal, that should mean grant-based funding for reconstruction, glacier and permafrost monitoring, cross-border early warning, resilient infrastructure, and loss-and-damage support.

Nepal should not be left to pay alone for risks intensified by a carbon-intensive world built largely by wealthy industrialised states. The United States should return to the Paris Agreement, cut emissions in line with its historical contribution and economic capacity, reduce long-term fossil-fuel dependence, and provide reliable climate finance.

Climate justice is straightforward: countries that profited most from high-carbon development and contributed most to accumulated emissions should cut faster, pay more and shoulder greater responsibility. The United States cannot retain the wealth produced by two centuries of emissions while leaving Nepal to bear the bill in destroyed homes, floods and displacement.
