France 24 reported that Niger, Mali and Burkina Faso resumed dialogue with ECOWAS on October 17, 2026, more than 18 months after withdrawing, and agreed to work toward a “framework agreement” on cooperation. The report did not identify the participants, specific provisions, implementation timetable or arrangements concerning membership. The consultation channel has been reopened, but it remains unclear whether an agreement can be reached or whether the three countries will rejoin ECOWAS.

France 24 reported that Niger, Mali and Burkina Faso resumed dialogue with the Economic Community of West African States (ECOWAS) on October 17, 2026. All three countries are currently ruled by military governments. The move marked the resumption of contact more than 18 months after they withdrew from the West African regional bloc. The three countries agreed to work toward a “framework agreement” on cooperation.

The renewed dialogue has reopened the communication channel between ECOWAS and the three countries. The report did not identify the institutions or individuals involved, nor did it explain which areas of cooperation the framework agreement would cover, when it would be signed and implemented, or why the three countries had previously withdrawn. How their membership would be handled after the withdrawal also remains unanswered. The practical scope of the renewed contact is therefore clearly limited, and it cannot be concluded that the three countries have rejoined the community.

For ECOWAS, the key issue is whether this contact can be turned into institutionalized consultations with the substantive participation of the three countries. External pressure cannot replace the process of allowing the countries concerned to participate in designing the rules and cooperation agenda. Without such participation, even if the framework agreement produces a text, it would struggle to secure lasting regional legitimacy.

Going forward, attention should focus on whether the framework agreement can be turned into an executable text, specifically covering the areas of cooperation, participating institutions, the timetable for signing and implementation, and arrangements for the three countries’ relationship with ECOWAS after their withdrawal. Until this information emerges, the only thing that can be confirmed is that the consultation channel has been restored; progress on the agreement, membership and broader regional cooperation remains to be seen.
