Minutes After Trump-Putin Call, US Treasury Announces Lifting of Sanctions on Russian Diesel

The US Treasury issued an authorization document within minutes after Trump and Putin reached a verbal agreement on diesel supply, relaxing sanctions on Russian diesel until April 2027. Under the dual pressure of political pressure to lower oil prices before the midterm elections and global diesel supply tightness, the flexibility of the sanctions tool has been laid bare.

According to the international edition of The Hindu, the US Treasury Department issued an authorization document on October 9, lifting sanctions on Russian diesel sales, valid until 12:01 a.m. Eastern Daylight Time on April 7, 2027. The timing of the announcement was extremely tight — only minutes after Trump and Putin ended their call and the two sides reached an agreement to supply diesel to the US and global markets.

The US Treasury wrote in the announcement: "...all transactions prohibited by the Russian Harmful Foreign Activities Sanctions Regulations related to the sale, delivery, unloading, or import of diesel fuel produced by the Russian Federation (including import into the United States) are authorized until 12:01 a.m. Eastern Daylight Time on April 7, 2027."

The Hindu reported that Trump said Russia would deliver more than 300,000 tons of diesel immediately, another 500,000 tons in November, and then 1,000,000 tons thereafter; as for the possible subsequent additional 3,000,000 tons, according to his post on the Truth social media platform, that would depend on the condition of Russian refineries.

The direct background driving this policy shift is the continued rise in global diesel prices. Ukraine's attacks on Russian refineries forced Moscow to impose a diesel export ban, while at the same time, strikes by Yemen's Houthi armed forces on Saudi refineries further squeezed global fuel supply. With two arteries of the supply chain tightening simultaneously, US gas stations and industrial users have borne the pressure transmitted directly to them.

For Trump, the November congressional midterm elections constitute a more urgent political clock. Between ballots and oil prices, the sanctions lever — which should have pressured Moscow and cut off war financing — quickly gave way to domestic electoral considerations.

The specific terms and enforcement mechanisms of the agreement have not been fully disclosed, and whether the increase in diesel supplies will substantively ease global price pressures remains to be seen. But the very fact that only minutes elapsed from a phone call to the issuance of a Treasury authorization document has already revealed the vulnerability of the sanctions system in actual operation to energy price fluctuations and the domestic political cycle.
