According to Deutsche Welle, Macron unveiled a ten-year roadmap for European manned spaceflight in his speech, calling on Europe to reduce its dependence on American and Russian space services and to transform strategic autonomy from a political slogan into a concrete timetable.

Under the plan, within two years, the European cargo spacecraft "Nyks" should dock with the International Space Station; within five years, the lunar lander "Argonaut" should land on the lunar surface; within ten years, the first European manned spacecraft should lift off from the Kourou Space Launch Center in French Guiana, carrying European and other astronauts into space. Macron stressed: "We want Europe to demonstrate ambition in manned spaceflight. The European space program remains fragile, and we must redouble our efforts."

The urgency of this roadmap stems from Europe's long-standing structural dependence in key space sectors. Deutsche Welle, citing Macron's remarks, pointed out that Europe still relies on American and Russian rockets and satellite services for communications and surveillance in its current space exploration. Against the backdrop of accelerating deep-space programs by China and the United States, if Europe continues to "hitch a ride" on other countries' launch vehicles as a "passenger," it will lose control over its own communications and surveillance capabilities.

European Space Agency Director General Josef Aschbacher picked up the thread after Macron's speech: "Are we passengers or pilots?" He pointed out that countries around the world are rapidly advancing space technologies from satellites to the moon, and Europe must "position itself as an indispensable partner with its own capabilities." He provided a quantitative indicator: if Europe hopes to achieve independence in space exploration, it must invest approximately 1 billion euros annually. "Dependence has a cost," Aschbacher warned, "the gap in funding and technology with the world's space leaders is widening."

This dialogue has torn open the long-avoided power asymmetry within the Western alliance. In core strategic areas such as communications and surveillance, Europe's dependence on American space capabilities constitutes a hidden lever in transatlantic relations—Washington is both a political ally and a supplier of critical infrastructure. Once the terms of cooperation tighten, Europe will face systemic risks. Macron's probing question is essentially asking whether Europe is willing to pay real money for true strategic autonomy.

But the gap between the roadmap and reality is equally glaring. Although the European Space Agency received a record-high budget of more than 22 billion euros in 2025, covering all projects for the next three years, the agency has never carried out any manned spaceflight mission. Deutsche Welle noted that the ten-year manned spaceflight goals outlined by Macron still face feasibility disputes given existing technological reserves and fiscal pressures on member states. The core uncertainty lies in: in the existing space structure dominated by the US and Russia, seeking independence—can Europe truly master the autonomy of critical infrastructure without triggering geopolitical friction? Macron placing this question on the table at the Paris summit is itself a political signal—whether Europe's "passenger" status in space will be rewritten within a decade.
